WhatsApp Business API: What It Is, How Pricing Works and How to Get Started

The WhatsApp Business API, officially part of the WhatsApp Business Platform, is how businesses connect WhatsApp to their own software: a CRM, a help desk, a store or a custom system. Unlike the free WhatsApp Business app, which runs on a phone, the API supports many agents on one number, approved message templates, automation and integrations. This guide explains how it works, what it costs, and how to get set up.

WhatsApp Business app vs. the API

  • The WhatsApp Business app is free, runs on a phone plus a few linked devices, and suits a sole trader or a very small team. It has labels, quick replies and a catalog, but no real integrations or automation.
  • The WhatsApp Business Platform (API) has no app of its own. You use it through software: a CRM, help desk or your own code. It supports shared inboxes, templates, broadcasts to opted-in customers, chatbots, and integration with orders and support tickets.

How you access the API

Meta hosts the API itself as the Cloud API, which is now the standard way in. You can use it directly (it's free to connect; you pay Meta per message), or through a Business Solution Provider (BSP) or a CRM that has built on it, which adds an interface, support and features, usually for a monthly fee. Either way you'll need a Meta Business portfolio, a phone number that can receive a verification code, and a display name that follows Meta's naming rules.

A number connected to the API generally can't be used in the regular WhatsApp app at the same time. Meta's coexistence option, available in many markets, lets a number that already runs on the WhatsApp Business app connect to the API as well, keeping its chat history. Ask your provider whether it supports this before you move a number your customers already know.

Templates and the 24-hour window

Two rules shape everything you send:

  • The customer service window: when a customer messages you, you can reply freely, with any content, for 24 hours after their last message.
  • Templates outside the window: to start a conversation, or reply after 24 hours, you must use a message template approved by Meta. Templates are categorised as marketing, utility (order and account updates) or authentication (one-time passcodes), and can include variables, images, documents and buttons.

Meta reviews templates, usually quickly, and may reclassify a utility template as marketing if it contains promotional content. Write utility templates strictly about the transaction.

How WhatsApp API pricing works

Since July 2025, Meta has charged per delivered template message, at rates that depend on the template category and the recipient's country. Replies within the 24-hour customer service window are free, and utility templates sent inside an open window are free too. Marketing templates are the most expensive category, and rates differ considerably between the US, the UK, European countries and Australia. Meta publishes current rate cards; check them for the countries you message, because they change.

On top of Meta's charges, providers and CRMs charge their own subscription or platform fees. Compare the total per month for your expected volume.

Messaging limits and quality

New business numbers start with a limit on how many different customers they can message with templates in a rolling 24 hours. The limit rises automatically as you send more while keeping a good quality rating, which Meta calculates from customer blocks, reports and feedback. Sending unwanted marketing lowers your quality rating and can pause templates or restrict the number. The fix is the same as for any channel: opted-in customers, relevant messages, sensible frequency.

Opt-in and privacy rules

  • WhatsApp's own policy requires customers to opt in to receive messages from you, and you must honour requests to stop.
  • UK and EU: GDPR and the ePrivacy rules apply to WhatsApp marketing as to email and SMS: specific, recorded consent, and a clear privacy notice that you use WhatsApp.
  • Canada: CASL covers commercial electronic messages, including WhatsApp.
  • Australia: the Spam Act 2003 applies to commercial messages sent over instant messaging.
  • United States: WhatsApp's opt-in rule applies, and consumer-protection and state privacy laws govern how you collect and use customer numbers.

Where WhatsApp matters most

WhatsApp is the default messaging app for much of the UK, Europe, Latin America, the Middle East, Africa and South Asia, and is widely used in Australia. In the US it's less dominant than SMS, but it is essential for businesses serving international customers or communities that use it. If your customers are in several regions, run WhatsApp and SMS from the same CRM and let each customer's channel preference decide.

Getting started, step by step

  1. Create or verify your Meta Business portfolio, and complete business verification if Meta asks for it.
  2. Choose the phone number and display name.
  3. Connect the number to the Cloud API through your CRM or provider.
  4. Submit a few templates: an order update (utility), a welcome message and one promotional message (marketing).
  5. Set up the shared inbox, assignment and quick replies for your team.
  6. Import opted-in contacts and send a small first campaign, then watch the quality rating before scaling.
